FHOG Supporting Evidence (VIC)

THERE is certain FHOG Supporting Evidence required in Victoria, to be supplied by all applicants for the first Home Owners Grant (FHOG).  This is necessary in order to properly establish the applicant’s identity and to determine if the property is indeed eligible to have the grant applied to it.

Supporting Evidence Requirements for the First Home Buyer Grant (Vic)

To receive the First Home Owner Grant you must successfully complete the application process to prove your identity. You will need to meet the following personal identity requirements:

Approved agent requirements: 

  • Every applicant as well as any spouse or partner of the applicant must provide a category 1 document.
  • The approved agent will carry out a 100 point check and this will be sufficient to satisfy any further FHOG Supporting Evidence (VIC) requirements.

 

State Revenue Office requirements: 

Every applicant and the spouse or partner of every applicant must supply a document from each of the following four categories:

Category 1.  (One document is sufficient)

Australian citizen requirement :

  • A birth certificate issued by an Australian Registry of Births, Deaths and Marriages.
  • Australian passport or
  • Citizenship certificate.

 

A citizen of another country (one document is sufficient):

  • Current passport
  • Evidence of permanent residency (permanent residence visa).
  • A new Zealand citizen: Current passport.  (New Zealand applicants must also be living in Australia on the day of settlement)

 

Category 2 (One document is sufficient – photo and signature):

  • Current Australian drivers licence.
  • Current passport.
  • Current firearms licence.
  • Consumer Affairs issued proof of age (photo ID card).

 

Category 3. (One document is sufficient):

  • Medicare card.
  • Motor vehicle registration certificate.
  • Centrelink or Department of Veteran affairs card.
  • Category 4. (One document is sufficient):
  • Electricity, water or gas bill showing residential address.
  • Insurance policy showing current address.
  • Council rate notice.
  • Mortgage documents.
  • Electoral office enrolment card.
  • Taxation notice of assessment.
  • Work related documents.

 

Additional evidence is required to support evidence if you are:

  • Married (certified copy of marriage certificate).
  • Divorced (certified copy of divorce certificate).
  • Widowed (certified copy of death certificate).
  • Separated (statutory declaration).
  • Name of former spouse or partner.
  • Former spouse or partners date of birth.
  • Date married or commencement of relationship.
  • Date of separation.
  • Former spouse or partners current address (if known).
  • Statement that you no longer live with or intend to live with again in the future.

 

Any change of name evidence is also required if the name on any documents is different to the name of the applicant.

Property Identification Requirements

You will also need to provide information about the property you intend to purchase, or the home you want to build in Victoria with the help of your FHOG.

New, established or off the plan homes:

  • Certified copy of exchanged contract of sale fully signed and dated by all involved.
  • Photocopy of land transfer document fully signed and dated by all involved.

 

If buying from a related or associated party:

  • Photocopy of stamped land transfer carrying Land Registry of Victoria registration number.
  • Certified copies of bank statements of both the applicant and vendor showing payment and deposit of purchase money at settlement or loan agreement.

 

If buying from a related deceased estate:

  • Certified copy of will and grant of probate.
  • Certified copy of estate settlement statement.
  • Evidence of payment of consideration to the estate.
  • Photocopy of stamped land transfer form containing the Land Registry Victoria registration number.

 

If buying from a non related deceased estate:

  • Statutory declaration showing the applicant is not related nor a beneficiary of the will of the deceased person.
  • Nominee buyer when related or associated in any way to the named buyer in the contract.
  • Evidence showing the consideration has been paid by the applicant. (copies of the mortgage, loan papers cheques or bank statements).

 

Further FHOG Supporting evidence (VIC) is required when the building is subject to:

A contract to build:

  • Certified copy of Contract to build fully signed and dated by all involved.
  • Title search showing applicant as registered proprietor.
  • Certificate of Occupancy.

 

Owner builder:

  • Evidence of the date of laying the concrete for the foundation.
  • Certificate of Occupancy.
  • Title search showing the applicant as the registered proprietor.
  • Evidence of the costs involved in the building less the owner builders own wage.
